Subj:   Eligibility Center Consolidation
1.  Effective January 1, 2006, the Los Angeles Eligibility Center will cease operations. The Winston-Salem Eligibility Center will be the sole site for processing requests for Certificates of Eligibility (COEs) for veterans.

2.  All VA Forms 26-1880 and supporting documents to determine a veteran's eligibility should be mailed to the following address:

3.  We encourage lenders to obtain COEs via the Automated Certificate of Eligibility (ACE) system. Lenders can access ACE at http://vip.vba.va.gov and clicking on the ACE link. ACE allows lenders to input data about their potential veteran-borrower and obtain an eligibility determination on most cases in a matter of seconds. If eligibility is established, the lender prints the certificate to submit with their guaranty package. If eligibility cannot be established, a refer message will instruct the lender to submit a completed VA Form 26-1880 for processing.
