	Subj:	IMPORTANT SYSTEM CHANGES REGARDING ISSUING LOAN GUARANTY CERTIFICATES AND CERTIFICATES OF ELIGIBILITY

1.  Please note the following dates and times regarding major changes to the Loan Guaranty Systems and installation of new systems. 2.  May 16th: At 8:00 pm EDT on Tuesday, May 16th the WBLS/Submit Guaranty function will no longer be available. It is being replaced by a new function that will be available May 22nd. You will not be able to issue Loan Guaranty Certificates while WBLS is being replaced. 3.  May 19th: The VIP Portal will be unavailable beginning 8:00 pm EDT, May 19th After a system upgrade, it will be up and running May 22nd. You will not be able to order appraisals or issue Notices of Value until Monday May 22. 4.  May 22nd: VIP Portal and new applications will be available. The Automated Certificate of Eligibility program (ACE) will no longer be shown as an application and WBLS will no longer be accessed through TAS/WBLS. WBLS and ACE functions will be accessed via a new application link called webLGY. The guaranty and eligibility functions have been enhanced with new features. 5.  We appreciate your cooperation during this transition period.
