Automated Certificate of Eligibility (webLGY)
The Automated Certificate of Eligibility (ACE) program has been incorporated into the new webLGY program. Lenders should first attempt to obtain a COE through the webLGY program online. This system is an Internet based application incorporating formerly independent functions including Automated Certificates of Eligibility, Online Status Inquiries and WBLS. Using webLGY a lender can establish eligibility and issue an online Certificate of Eligibility in a matter of seconds. The system is accessed through the Veterans Information Portal. The webLGY program is limited to VA recognized lenders with a valid VA assigned lender identification number through the VA loan guaranty web portal.

This is an alternative to mailing VA Form 26-1880, Request for a Certificate of Eligibility to the Eligibility Center. Types of cases that cannot be processed through webLGY at this time are:

• Persons whose service was or is in the Reserves/National Guard
  
• Persons who may have had prior VA loan(s) that went to foreclosure
  
• Persons who did not serve the minimum required length of service and were not discharged for an authorized exception
  
• Persons who were discharged under conditions other than honorable
  
• Persons for which VA has insufficient data to make the determination
  
• Persons seeking restoration of previously used entitlement
  

If eligibility cannot be established, a "refer" message only means that webLGY cannot make the determination. It does not necessarily mean the veteran is not eligible.

If you are not able to obtain a Certificate of Eligibility via webLGY, please send VA Form 26-1880, Request for Certificate of Eligibility for Home Loan Benefits, and evidence of service to the Winston-Salem Eligibility Center.
