LOAN GUARANTY INFORMATION LETTER NO. 26-02-10


TO: ALL LENDERS, SERVICERS, NY SALES BROKERS, NY APPRAISERS AND
       INSPECTORS

SUBJECT: TRANSFER OF VA APPRAISAL RESPONSIBILITY IN NEW YORK STATE TO
                     THE REGIONAL LOAN CENTER, MANCHESTER, NEW HAMPSHIRE

Effective October 1, 2002, VA appraisal processing for New York State will transfer to the
Manchester Regional Loan Center (RLC).

Background:

  • Prior to January 1, 2000, all VA loan origination activity in New York was processed through
    either the VA Regional Office in New York City or Buffalo, depending upon the location of
    the property securing the VA guaranteed loan.

  • Effective January 1, 2000, VA loan processing activity for New York was transferred to the
    Manchester RLC. This included underwriting, issuing loan guarantees, and processing
    releases of liability. The appraisal responsibility, however, remained in the New York City
    and Buffalo Regional Offices.


Instructions for all Program Participants:

Effective October 1, 2002, all program participants (lenders, servicers, sales brokers,
appraisers, inspectors, builders) must contact the Manchester RLC's Valuation Section
concerning any VA appraisal issues in New York State. These include all appraisal related
matters currently being processed through the New York City or Buffalo Regional Offices.
There is no change in the fee schedules for New York appraisals and inspections. The
Manchester RLC contact information is as follows:

We expect any appraisals ordered by, or on behalf of, mortgage companies and banks having
Lender Appraisal Processing Program (LAPP) authority to process them under LAPP.

Special Instructions for Appraisers:

Effective October. 1, 2002, appraisers must send all appraisal reports to the Manchester RLC.
The various appraisal e-mail addresses for the Manchester RLC are as follows:

the appraiser has e-commerce capability.

We ask that all e-commerce appraisers continue to send a courtesy copy of their report to the
appropriate New York Regional Office in addition to sending a copy to the Manchester RLC.
We have RLC staff located at the Buffalo and New York City Regional Offices who will
randomly select appraisal reports for field or desk audit reviews.
